Has spikes ever made a dedicated .22 rim fire upper with an 11.5 barrel? Saw one recently and not sure it is a full spikes product.

Yes. There used to be 11.5" ST-22 uppers. The barrel length would come just an inch past the FSB, because dedicated 22LR barrels recess 1.5" deeper into the receiver than other AR barrels. Example: 16" ST-22 upper would measure up next to a 14.5" ST-15 upper.

Can the bolt from that dedicated upper transfer to another spikes 5.56 rifle for use with .22 rim fire ammo?

No, dedicated ST-22 bolts have a collar that does not work with 5.56 barrels. Conversion bolts have a chamber adapter that inserts into the 5.56 chamber. On a dedicated upper, the chamber is designed for 22LR (hence the additional depth of 1.5" inside the receiver.
