On top of the forum page, there are images that changes from time to time. I am curious on the image that displays a US flag patch that is black and silver in color with one blue stripe. I've searched it in google and I can't find the answer. What does it mean or represent?

It is a Thin Blue Line patch. TBL represents Police, the black offsets are for the fallen. Fire fighters have been doing thin red line patches and EMS have done thin white line patches.
People claim they were started for 9/11, but they appear to have a separate origin after 9/11 -- as the 9/11 police memorial insignia was the standard black bar over badge for at least the first 3 years after 9/11. At this point it has become a generic symbol of support for local police all over the country.
